Attorney and politician Dina Ercilia Boluarte Zegarra (born 31 May 1962) has led Peru as its head of state since 7 December 2022. After President Pedro Castillo’s attempted self-coup d’état failed, she was sworn in. She served as a RENIEC official from 2007 to 2022, and now she is Peru’s first female president.
Who is Dina Boluarte Peru’s First Lady President?
After a failed coup d’état on 7 December 2022, Peru’s president, Dina Ercilia Boluarte Zegarra (born 31 May 1962), was sworn in. On Wednesday, Congress removed Pedro Castillo from office and replaced him with Dina Boluarte as Peru’s president.
Boluarte, the country’s Vice President up until a few hours ago, was sworn in as Castillo’s replacement in front of a joint session of Congress on Wednesday afternoon, assuming power in the midst of the political turmoil. She’s the first woman to ever hold the office of president in Peru and the sixth president of her country in fewer than five years.
This extension of Boluarte’s term will take him until July of 2026.
On Wednesday, Dina Boluarte gave her first speech as president, in which she called for a “political ceasefire to create a government of national unity” and pledged to combat corruption with the help of the country’s Attorney General’s Office and Comptroller’s Office.
Several constitutional experts in the country have stated that Boluarte’s predecessor Castillo was removed from office and imprisoned on Wednesday for making an unlawful declaration regarding the temporary closure of Congress.

To protest what they saw as a coup attempt by Castillo, at least seven cabinet ministers and other high-ranking officials resigned. According to her résumé, Dina Ercilia Boluarte Zegarra, 60, holds a Bachelor of Law and a Master of Law in Notarial and Registry Practice from the San Martn de Porres Private University.
As an assistant to upper management and then as the chief of the Surco branch of the National Registry of Identification and Civil Status, she launched her political career in 2007. As a member of the Peru Libre Party, she ran for mayor of Surquillo in 2018. In the emergency elections held two years later, in 2020, she ran but lost her place in parliament.
Boluarte was Castillo’s running mate and a Peru Libre party vice presidential candidate in the 2021 elections. According to the results from the National Election Jury, Castillo received 8,836,380 votes in the runoff and was declared the winner (JNE).
Boluarte told Fernando del Rincón of CNN en Espanol that year, “We need a Congress that works for the needs of Peruvian society and that coordinates favourably with the Executive so that both powers of State may work in a coordinated manner to address the many requirements of Peruvian society.” We must avoid a Congress that acts as an impediment (…) Not once have I suggested that we shut down Congress.
She took office on July 29, 2021 and served as Minister for Development and Social Inclusion until November 25, 2022, when she resigned in the wake of Betsy Chávez’s appointment as head of the Council of Ministers.
I have decided today that I will not be joining the next cabinet of ministers. Boluarte, who did not resign as vice president, tweeted at the time, “After much thought, I have no doubt that the current polarisation damages everyone, especially the common citizen who aspires to get out of the political and economic crisis.”
Nonetheless, she continued to serve as vice president and a cabinet member. She became the new president of Peru in just two weeks.
Dina Boluarte’s Childhood & Early Learning
On May 31st, 1962, Boluarte entered the world in Chalhuanca, Apurmac. She received her undergraduate degree in law from the University of San Martn de Porres and her master’s degree in the same field from the same institution.
Dina Boluarte’s Profession in politics
Boluarte is the head of the Apurmac Club in Peru’s capital city, Lima. When pressed for elucidation, I will say that Since 2007, she has been the head attorney of the National Registry of Identification and Civil Status.
In 2018, she represented the Free Peru party in her failed bid for mayor of Lima’s Surquillo neighbourhood. For Free Peru, she ran in the 2020 extraordinary parliamentary elections, but she was unsuccessful in her bid to be elected to Congress.
Dina Boluarte’s Second in Command (2021–2022)
With her help, Pedro Castillo’s presidential ticket won the runoff election. During Pedro Castillo’s administration, she was named Minister of Development and Social Inclusion on July 29, 2021.
Boluarte told La Repblica in an interview published in January 2022 that she never agreed with the Free Peru movement’s beliefs. Vladimir Cerrón, general secretary of Free Peru, removed Boluarte and tweeted, “Always loyal, traitors never.” Cerrón added that Boluarte’s remarks were divisive and an attempt to divide the party.
The Subcommittee on Constitutional Accusations filed a complaint against Boluarte on 5 December 2022, accusing her of running a private club while she was minister of development, with 13 members voting in favour and 8 members opposed.

Dina Boluarte’s Presidency (since 2022)
Boluarte decried Pedro Castillo’s effort to dissolve the Congress of the Republic of Peru during impeachment proceedings against him as a “breakdown of the constitutional order” and succeeded Castillo as president after Castillo was removed from office in December 2022. Boluarte made history when she was elected president of Peru.
