Garner was born on April 17, 1972, in Houston, Texas. Her family shifted to Charleston, West Virginia when she was 3 years old. Her father’s name is William John Garner worked as a chemical engineer for Union Carbide. Jennifer’s mother’s name is  Patricia Ann English was a housewife and later she joined a local college as an English teacher.

She has two sisters one is Melissa Wylie, and another is Susannah Carpenter. She is the middle one and compares herself to her well-established old sister. Her father has a political mindset while Garner did not grow up in a politically active household. She went to a local United Methodist Church every Sunday and went to Vacation Bible School. Her family follows tradition and did not allow her to polish her nails and color her hair in her teenage. 

Jennifer enrolled at George Washington High School in Charleston for completing her schooling education. She appeared in a chemistry course at Denison University in Granville, Ohio, later she changed her course from chemistry to theater.

She relocated to New York City in 1995.

After two years of dating, they married in a private ceremony at their home in the presence of family members on 19th October 2000. In March 2003, the couple decided to separate. Garner filed for divorce in May 2003, due to some misunderstandings and signed divorce papers in March 2004. From August 2003 to mid-2004, she dated her Alias co-star Michael Vartan.
